Legal Aspects of the Faith-Based Initiative
[ send me this paper ]
A 10 page paper assessing the legality of faith-based initiatives as promoted by the Bush administration. The merits and dangers of government support for faith-based initiatives could be discussed for so long that no one is able to accomplish any good, and still without arriving at any common ground to which all could freely subscribe. The bottom line in considering whether public funding of faith-based initiatives is legal lies in the first phrase of the First Amendment, “Congress shall make no law respecting an establishment of religion.” Because Congress is not seeking to establish any religion, there should be no difficulty in supplying funding for sectarian organizations achieving real results in social pursuits. Bibliography lists 15 sources.

Lyndon B. Johnson's Great Society
[ send me this paper ]
A 5 page discussion of Lyndon B. Johnson's Great Society. Johnson initiated numerous economic programs which would collectively be identified as the "Great Society". The nation was in an economic decline and the Vietnam War toiled on the minds of the citizens. Johnson's intent in creating the Great Society was to lessen poverty by creating new jobs and strengthening areas of the economy which were weak. His war on poverty would, for all appearances, be successful. It would be a short-lived success, however. The Great Society would soon be revealed as taking a heavy toll on American economics.

Macroeconomic Effects of Medicare Managed Care
[ send me this paper ]
A 5 page paper discussing Medicare’s adverse effect on the national health care system and in turn the national economy. Medicare was born of noble ideas and certainly retains a place in the health care of the nation’s elderly, disabled and indigent. It has come to control all of U.S. health care, however, a result that the government did not intend when establishing Medicare in the 1960s. It is overdue for revamping. Medicare Policy Change Proposal Memorandum
[ send me this paper ]
A 2 page memo to Thomas Scully, Administrator, Centers for Medicare and Medicaid Services proposing a 6 – 9 month moratorium on health care provider reporting compliance. The purpose of this waiver will be to allow providers to design and implement operational changes designed to streamline their communications with CMS while enabling them to adopt the TQM (total quality management) principle of continuous improvement. The ultimate result is intended to be a more effective reporting and accountability system that the private sector – rather than taxpayer dollars – designs for CMS and for all of health care providers associated with Medicare. Medicare PPS Legislative Environment
[ send me this paper ]
A 5 page paper discussing some of the legislative issues regarding the prospective payment system (PPS) Medicare reform system. Few legislators disagree that "something" must be done with Medicare. One attempt at reform has been implementation of PPS designed to replace the fee-for-service approach to payment under Medicare coverage. Medicare PPS Regulations and Regulatory Agencies
[ send me this paper ]
A 5 page paper discussing Medicare’s attempts to find and halt abuses. The regulatory environment is such that many facilities employ workers for the sole purpose of reporting and filing claims, decreasing the facility’s ability to operate efficiently. The Health and Human Services Department instituted Operation Restore Trust in 1995, and the program has evolved into one that saves far more than it costs. Care providers can benefit from increased regulation and accountability in that they are forced to adopt sound business practices. Bibliography lists 6 sources.

Medicare: What We Can Learn From the Past
[ send me this paper ]
A 10 page overview of the history behind Medicare. The author asserts that to find a solution to
Medicare's current problems we must examine both the similarities and differences between the era in which Medicare was initiated and today's
environment. We must be cognizant of just who the current stakeholder is and constantly remind ourselves of how important they are. To fully
assess Medicare and the potential impact its fall would have it is prudent to obtain input from these stakeholders, evaluate that input, and initiate measures which have the most likelihood of stabilizing the top heavy system and halting its rapid spiral to the bottom. Bibliography lists 10 sources.
